What is a waste carrier registration?
Waste carrier registration is the authorisation a business needs to transport waste. Registrations are held with the environmental regulator for the relevant UK nation and appear on a public register.

</figure>There are tiers, broadly separating those who carry their own waste from those who carry other people's as a business. Which tier applies turns on what the business actually does rather than on what it calls itself.
The register is public, which is the mechanism that makes the duty of care checkable. A producer taking reasonable steps is expected to look a carrier up rather than accept a number on a letterhead.
Registrations expire. A lapsed registration means every subsequent movement was carried unlawfully, and it is one of the easiest things for a regulator to establish after the fact.
What goes wrong in practice
- Expiry dates not tracked, so a registration lapses unnoticed mid-year.
- Subcontracted collections made by a carrier whose registration was never checked.
- Registered in one UK nation and operating across a border without the corresponding authorisation.
- The registration number on notes not matching the one on the register.
