Commercial collection is the volume end of the business. The same vehicles visit the same customers on the same days, and each of those visits generates an obligation — a description, a transfer, a record that the waste left one holder and reached another.
Volume is what makes it hard. The individual record is simple; producing it accurately several hundred times a week, from a cab, on a round that is already behind, is not. And the failures are invisible: a missing note looks exactly like a round that went fine.
